HB 1262 — Anti-Profiling
INTRODUCED
Would have made it illegal for ICE agents to target people in Maryland based on race, language, or ethnicity. The bill stalled in committee this session — but the problem hasn't gone away. As your Senator, Malcolm will reintroduce it and keep fighting until it becomes law.
HB 1575 — Community Trust Act
PASSED
Cosponsored. Bans local police from being deputized as ICE agents. Requires 9 Maryland counties to terminate their ICE contracts. Bars officers from asking about immigration status and stops voluntary transfers to ICE without a judicial warrant.

$12.2 million for District 41. And we're just getting started.
As Chairman of the House Capital Budget, Malcolm partnered with Governor Moore to bring $12.1 million in investments back to District 41 — money that builds safer neighborhoods, expands opportunity, and creates pathways to work, wages, and wealth.
Most of all: Malcolm secured the $4.28 million to turn Gwynns Falls / Leakin Park — at 1,000 acres, the second-largest urban woodland park in America — into Baltimore's first State Park. That means new jobs, new green space, and a new front door for our city.
