Safer Streets, Smarter Justice
Public safety that's earned, not just promised. Malcolm started his career as an Assistant State's Attorney in Baltimore County and Baltimore City — and as your Delegate, he's already passed the Nykayla Strawder Memorial Act, protecting children involved in juvenile death cases, and a million-dollar reentry grant fund that gives returning Marylanders a real shot at rebuilding. He's also pushed legislation to limit racial profiling and hold federal agents accountable in our state. In the Senate, he'll keep building justice that protects every neighborhood.
A Stronger District 41 Economy
As Capital Budget Subcommittee Chairman, Malcolm led the House of Delegates review and restructuring of Maryland's $1.8 billion capital budget — and delivered over $12 million in direct investment into District 41 this year alone. That includes workforce development hubs at Empowerment Temple in Park Heights and Young Successful Leader's youth business café, plus the Gwynns Falls/Leakin Park State Park designation and the North Avenue Market redevelopment. In the Senate, he'll keep building the local jobs, workforce pathways, and neighborhood infrastructure our communities deserve.
Relief Families Can Feel
When household energy bills cross $1,200, and 50,000 Maryland seniors lose Medicare Advantage benefits, families need a senator who will go to the mat. Malcolm co-sponsored HB1 to stop utilities from charging ratepayers for executive bonuses and forced the Health Services Cost Review Commission to develop a stabilization plan that restores benefits to seniors. He's also delivered $1 million for childcare scholarship improvements, $2 million for Sinai Hospital's Surgery Center renovations, and $1 million for St. Agnes' Family Birthing Center. In the Senate, he'll keep fighting until no Maryland family has to choose between keeping the lights on and going to the doctor.
